Auditors will look for the delta between effort saved and quality delivered. They will compare your service’s historical compliance time against its current pedagogical outputs. The trigger is a gap. It’s a centre that removed HR procedures but shows no improved team coaching. It’s a service that stopped logging laundry but has no new, documented whānau partnership initiatives. The enforcement is graduated, meaning the initial finding won’t be a licence suspension. It will be a directive, a compliance plan, a public notation. The cost is operational disruption and reputational erosion long before a funding clawback is ever calculated.
The Regulatory Hook
The hook is in what didn’t change. The Education (Early Childhood Services) Regulations 2008 still mandate HS216: a first-aid qualified educator must be present at all times. The curriculum criteria, effective 20 April 2026, are untouched. They explicitly require that “the curriculum acknowledges and reflects the unique place of Māori as tangata whenua.” This is your fixed cost.
