ERO’s 2025 guidelines pivot from asking ‘do you have a plan?’ to ‘prove your plan is working.’ The audit trigger is no longer a missing document. It’s a demonstrable gap between your stated strategic goals and the lived reality in your classrooms and financial ledgers. This is a numbers game, and the Ministry is now counting.
The Audit Trigger
Auditors will cross-reference three data streams. First, your Board Assurance Statement’s declared priorities (e.g., ‘lifting maths achievement’). Second, your school’s actual achievement data and curriculum delivery records. Third, your operational spending and staffing reports. A misalignment is the trigger. For example, claiming a science focus while your staffing allocation shows no specialist science teacher time and your property plan shows no budget for lab maintenance. The auditor’s spreadsheet will highlight the delta. Your narrative will be ignored.
The Regulatory Hook
The hook is twofold. Under the Education and Training Act 2020, Section 127, the board’s core task is to ensure the school is a ‘safe physical and emotional environment’ and that ‘all students can learn and progress.’ A flawed assurance statement is prima facie evidence you are not meeting this duty. Financially, the Ministry’s Funding and Staffing Agreement is conditional on proper governance.
